Yes, the bear rides strapped. PJ actually rotates in and out of that booster, he is already big enough to ride without it, so there are times the (filthy) bear has the honor of riding on the booster. There’s now a second identical bear, much smaller and so far immaculate, that one is safely tucked away into PJ’s "bag" (read: purse).
